The population of the Fortaleza District will now have access to the 40th Civil Court, which was inaugurated on Monday (September 21st) in a ceremony at the Clóvis Beviláqua Forum (FCB). The ceremony was presided over by the FCB director, Judge Solange Menezes Holanda, who highlighted the importance of the unit in expanding access to justice. "We are aware of the challenges, but the creation of a court is always a hope that the judiciary can meet the demands of society in a timely and efficient manner. The impact is very significant, especially in terms of productivity. With it, we hope that the responses to the Fortaleza population will be increasingly swift, effective, and technically sound," said the judge.
Now, the capital of Ceará has five specialized units to process and judge extrajudicial title enforcement actions, i.e., documents that meet the requirements of the Civil Procedure Code (CPC) and the laws. These include: checks, promissory notes, public deeds, some contracts signed by witnesses, among others.
The creation of the court is mentioned in Resolution No. 11/2026, approved by the Full Court of the Ceará State Court (TJCE) on August 28th. For Judge Flávia Maria Aires Pinto, the presiding judge of the unit, the installation is "of great importance, as there is a large demand in these types of processes.
