After pressure from the President of the Federal Supreme Court (STF), Edson Fachin, and other ministers of the court, as well as the General Attorney of the Republic, Minister André Mendonça lifted the secrecy of the Dark Horse case, which involves a request for R$ 134 million from Senator and presidential candidate Flávio Bolsonaro (PL) to the owner of Banco Master, Daniel Vorcaro, allegedly to finance a film about former President Jair Bolsonaro (PL).
In total, Mendonça lifted the secrecy of 18 processes linked to the Banco Master scheme. Besides Flávio Bolsonaro, the investigations also name Senator Ciro Nogueira (PP-PI), former Governor of Rio de Janeiro Cláudio Castro (PL-RJ), Senator Jaques Wagner (PT-BA), and advertising and lobbyist Thiago Miranda.
The investigation against Flávio was authorized in July, by Mendonça himself, following a request from the Federal Police. However, since then, no operation has been carried out within the scope of this inquiry.
In addition to the processes directly related to Banco Master, the minister also lifted the secrecy of 20 other processes and procedures, totaling 53 sets of documents that will be made public.
Previously, Mendonça had lifted the secrecy of part of the investigations, but he had left out the episode involving Flávio Bolsonaro and the Dark Horse film from that set, which led to criticism from Alexandre de Moraes, Cristiano Zanin, and the PGR. He even stated that everything relevant from the investigation was without secrecy, but he later recanted.
According to Moraes, 180 documents and digital files were excluded from the set of procedures made available to the ministers. He believes that Mendonça is acting to protect his political group.
"The selective and targeted lifting of secrecy by Minister André Mendonça, in the ostensible protection of a specific political group, repeats the illegal conduct of directing collaboration prize agreements and in-office investigation diligences against predetermined targets," said Moraes.
"It is not up to the rapporteur minister to choose which documents are accessible to the College to carry out its judgment," Moraes completed.
Zanin requested access to Vorcaro's entire phone from Fachin, arguing that the information is essential for him to prepare for the trial next Tuesday, November 15, during which the court will examine the Federal Police report pointing to exchanges of messages between Vorcaro and Moraes.

Also on Friday, November 11, Minister Gilmar Mendes of the STF sent a letter to the court's president, Edson Fachin, requesting the postponement of the trial session scheduled for next Tuesday, November 15, which will decide whether Minister Alexandre de Moraes will be investigated for alleged ties with Vorcaro.
He also requested that the case involving Minister André Mendonça, accused of irregularities by Moraes and who met with Vorcaro outside the STF agenda, be considered together.
"The events of recent days, with the succession of decisions and actions taken in separate procedures but based on a common factual and probative basis, in my understanding, recommend the joint consideration of both cases mentioned above, under the coordination of the Presidency. Based on the analysis of the pieces disclosed to the cabinets, especially those in the Pet 16.662, I express, from the outset, serious doubts that the aforementioned case, in its current procedural stage, is in conditions for trial," Mendes stated.
