With the theme "Innovation and Artificial Intelligence applied to Budget, Financial, Accounting, and Internal Control Management," the II National Budget Management Meeting was opened on Thursday (September 17th) at the headquarters of the Public Ministry of Ceará (MPCE) in Fortaleza. The event brings together members of the MP from all over Brazil to discuss experiences, tools, and strategies aimed at improving the area. The initiative is promoted by the Strategic Planning Commission (CPE) of the National Council of Public Prosecutors (CNMP), in partnership with the MPCE.
During the opening, the Assistant Attorney General for Administration of the MP of Ceará, Diassis Leitão, representing the Attorney General, Herbert Santos, highlighted the importance of the responsible and efficient use of technological tools in public management. "Processes that, just a few years ago, required a large amount of work, can now be automated. However, nothing replaces critical analysis, planning, responsibility, and human judgment. Technological innovation should not mean replacing people, but rather expanding their capabilities," he said.
Addressing the challenges of managing public resources and the need to transform technology and planning into concrete results for society, the coordinator of the Budget Management Policy Committee of the CNMP and Deputy Secretary of Budgets and Finances of the Public Ministry of the Federal District and Territories, Luciana Formiga, emphasized the responsibility of institutions. "This mission is extremely relevant: it is up to us to seek the best optimization of the resources that the Brazilian society trusts in our institutions. We have the duty to transform public resources into better services, institutional structures, and policies, and ultimately, into concrete benefits for citizens," she said.
In the same vein, the Prosecutor of the Republic and collaborating member of the Strategic Planning Commission of the CNMP, Gustavo Nogami, emphasized that budget planning is essential to ensure the necessary conditions for fulfilling the institutional mission. "Without efficient management, we cannot deliver to society what the Constitution requires of us. Therefore, good practices and the intelligent use of technology are essential to make our actions more agile, transparent, and effective," he concluded.
The Secretary of Audit and Control of the MPCE, Ana Cristina Viana Loureiro Goncalves, highlights the event as a moment of dialogue between representatives of other MPs. "It is a exchange of experiences that is just as valuable as the lectures, which are being well-directed on the proposed theme. And in addition, we see people exchanging, reporting their difficulties, we can perceive problems and solutions that are common to state public ministries."
Programming
The first presentation of the day, titled "Responsible Adoption of AI in Internal Control and Budget Management: Training, Governance, and Real Results," was delivered by Vinícius Santana Gomes, a special advisor to the Secretariat of Economic Development, Labor, and Income of the Federal District. Subsequently, Marli de Sousa Rego, the Secretary of Internal Control for the Federal District and Territories, presented the presentation "Internal Control as a Governance Tool," addressing the structuring of internal control, risk management, and integrity.
In the afternoon, Paloma Valeria da Costa, the Institutional Budget Manager for the MP of Santa Catarina, presented the presentation "Risk Management of the Annual Procurement Plan." Following this, Margareth P. S. Costa, a employee of the MP of Tocantins, and Uililton da Silva Borges, the head of the Internal Control Department of the Procuradoria-Geral de Justiça of Tocantins, presented the "Daily Expense Management System." To conclude the program, Jacqueline Ciríaco, the Secretary of Budget and Finance for the MPCE, and João Roberto Vieira de Melo, the coordinator of the Accounting Nucleus of the MPCE, led the presentation "Control of Registration in Outstanding Payments: Building a BI Dashboard."
"Our idea is to show our colleagues from other states the tool that was used by the MP of Ceará to reduce the high index of expense and outstanding payment registration, that is, expenses that we committed in the budget of the year, but left to pay in the following year. And we were able to reduce expenses, with the implementation of the BI dashboard," said Jacqueline Ciríaco.
This Friday, the program will begin with the presentation "AI as a support tool in the analysis of financial statements and validation of items in the Fiscal and Accounting Quality Ranking," delivered by Valberto Alves Abreu, the Accounting Manager of the Municipal Government of Fortaleza. Subsequently, Nauber Bernardo Gois, the coordinator of the Innovation and Strategic Information Assessment and Internal Control Auditor of the Controladoria e Ouvidoria Geral do Estado do Ceará, will present the presentation "From Static Budget to Intelligent Budget: AI to Anticipate Risks, Detect Anomalies, and Improve Public Management."
