At 831 AM EDT, emergency management reported heavy rain in the warned area. Flash flooding has been reported in portions of Delaware County with related water rescues and road closures. In addition, small creeks are running high with the Frankford Creek in Philadelphia County rising rapidly. Between 0.5 and 2 inches of rain have fallen.
