Bill (PL) 1992/26 ensures the right of free stop for boarding and disembarking for passenger transport vehicles – such as taxis and ride-hailing vehicles – when providing service to users. The Chamber of Deputies is reviewing the proposal.
The proposal under consideration in the Chamber of Deputies also authorizes the circulation of these vehicles in lanes reserved for public transport, provided that there is regulation by the responsible traffic authorities.
The use of exclusive lanes cannot prejudice the priority of public transport and must comply with local urban mobility policies. The traffic authority may restrict access to the lanes based on technical justification.
Legal reform
The proposal amends theBrazilian Traffic Codeto determine that taxis and ride-hailing services will be considered public service providers during passenger transport operations.
"These measures adjust traffic laws to new technological, social, and economic realities, providing greater rationality, efficiency, and inclusion to urban mobility," said the suspended deputy Vanderlan Alves (CE), the project's author.
"This is a modern, balanced, and highly relevant initiative that can improve urban mobility in Brazil without compromising the structure of public transportation," Alves stated in the justification of the proposal.
Next steps
The proposal is being processed indefinitive characterand will be analyzed by the Transportation and Transport Committee; and by the Constitution and Justice and Citizenship Committee. To become law, it must be approved by the Chamber and the Senate.
