
Bill 3199/26 defines national rules to expand access to sports such as cycling, skateboarding, rollerblading, scooters, and the use of sports wheelchairs. The proposal creates the National Policy for Promoting the Implementation ofPump Tracksand Multifunctional Spaces for Sports on Wheels.
The text predicts that the federal government may offer technical and institutional support to states, the Federal District, and municipalities interested in creating the tracks. The support ranges from the development of technical manuals and management training to guidance on project development.
The spaces must comply with safety, environmental sustainability, and accessibility standards for people with disabilities.
The project definespump trackas a continuous track with curves and bumps designed for the practitioner to move by the force of their own body. Multifunctional spaces are equipment intended for recreational, educational, or competitive cycling.
The author of the proposal, Deputy Pompeo de Mattos (PDT-RS), highlights that the playgrounds encourage community interaction and the motor development of children and young people. “The proposal contributes to the formation of healthy habits, to the reduction of sedentary behavior, to the valorization of public spaces, and to the construction of more integrated and participatory communities,” he justified.

The proposal will be analyzed, ina conclusive mannerby the commissions of Sports; of Finances and Taxation; and of Constitution and Justice and of Citizenship.
To become law, the text must be approved by the Chamber and the Senate.
