First and foremost, I want to congratulate you on your election to the positions of heads of the subjects of the Federation, and wish you success in your upcoming work.
I would like to note that the elections of regional heads were competitive. Representatives of various political parties fought for the votes of the electors. At the same time, the winners were determined in the first round with a significant advantage. Undoubtedly, such a level of support primarily means even greater responsibility. Our citizens, in fact, gave their assessment of the results you have already achieved, and stated that they expect the continuation of the course taken, both in the country as a whole and in their regions, native cities, and settlements.
It is very important to justify the trust received, together with your management teams, to work systematically and with full dedication in the interests of the people, always listening to their hopes and aspirations, constantly receiving feedback, including through dialogue with all factions represented in the regional parliaments, with public and volunteer organizations. And, of course, the most important moral orientation for everyone working in the field of state management should be the steadfastness and courage of our fighters in the zone of the special military operation.
Our common task, in the solution of which efforts at all levels of power, business, and civil society must be united, is the further strengthening of the country's sovereignty, in the broadest sense of this word.
This concerns both defense capabilities and security, and the enhancement of domestic industrial, scientific, and technological competencies, the creation of conditions for stable, confident socio-economic progress, and thus for demographic development, for improving the quality of life of our citizens, Russian families. The mechanisms for achieving these goals are laid out in national projects, and the success of their implementation, without a doubt, directly depends on how things are going on the ground, primarily at the regional level.
I expect that all issues related to national projects will be within your daily control. We can achieve the set goals only together.
And here, your effective interaction with the Government and federal authorities, close coordination between regions, and close integration of all regional projects and initiatives with national strategic development plans are of particular importance.
The immense moral, unifying significance for the regions and their residents throughout the country is the support for our servicemen and veterans of the special military operation, members of their families. Here, special sensitivity and attention to each detail and to each specific life situation are required. Of course, it is very important that people who have proven their best qualities in combat conditions can also realize themselves in the civilian sphere. Relying on such people has already become an integral part of personnel policy at all levels of power, including through relevant personnel training projects - I am referring to the federal program "Time for Heroes" and its regional analogs.
I would like to note that as a result of the recent elections, participants in this program, including Alexander Mikhailovich Shuvayev, were elected governors of the regions. His military experience is of particular significance for the border region.
Personnel projects for participants and veterans of the special military operation have already proven their effectiveness and, without a doubt, should continue to develop with the active support of regional authorities and leaders of the subjects of the Russian Federation. As for the overall, the tools for medical rehabilitation, employment, and legal support for veterans of the special military operation should be improved.
It is important that they are fully in demand, whether it is state, municipal management, education, or mentoring.

I remember, you know this, when I flew over Grozny at the beginning of the 2000s, we all know how Grozny looked then and, let me say it again, many considered moving the capital of the republic to another location. But the first president, although himself from another region of the republic, said no, Grozny was and should remain the capital of Chechnya. And that's how it happened.
But in recent years, precisely thanks to your efforts and your team, Grozny has transformed in a way that, perhaps, no one even dreamed. I want to thank your entire management team for this, wish you further success, and thank you for those efforts, for the contribution that the Chechen people - talented, hardworking, and very courageous - is making today towards implementing common plans for strengthening Russia as a whole and in the fight for our sovereignty and our future within the framework of the special military operation.

Thanks to your decisions, a lot has already been done for the security and comfortable living in the region. In this work, my combat experience helps me, as well as the knowledge I gained within the framework of the "Time of Heroes" program, and I am already applying it in practice with the team for the development of the region. There are concerns, but there is also enormous support from your side.
Belgorod Region has always been and remains at the forefront of the country. The people here are special, and in the difficult frontline conditions, we continue to work and believe in victory.

Vladimir Putin:Alexander Mikhailovich, the whole country is currently undergoing a very difficult, responsible path of development and strengthening its statehood.
But as for border regions, including Bryansk Oblast, the people living in these territories are going through a special period, demonstrating courage and, without any exaggeration, heroism. Because coming to polling stations, when each of these stations can be a target for the opponent, requires special courage. That's the first thing.
And secondly, people in Belgorod and other border regions are under special pressure, and we owe them. Everything should be done to provide help to specific people, families, businesses, and to revive or repair the infrastructure that has been lost or damaged. This is a huge amount of work, and the Government of the Russian Federation will be focused on solving these tasks together with you.
