President of Russia Vladimir Putin: Colleagues, good afternoon.

Today I propose that we discuss an issue of great importance and immediate relevance – raising the level of digital security in Russia.

We are all well aware that the sustainable development of the state and society depends to a large extent on the widespread adoption of digital technologies. We are systematically and consistently building the digital contour of the economy and the social sphere: we are rolling out services based on artificial intelligence, introducing advanced approaches to data storage, processing and transmission, as well as to communications, and the economy is being placed on a platform footing.

The Presidential Commission on the Development of Artificial Intelligence Technologies and the interdepartmental working group on developing ecosystems of the digital economy and digital platforms play a coordinating role in this work.

Today, Russia is consistently reinforcing its sovereignty in all areas, from basic food and energy security to digital infrastructure.

However, it is obvious that as we advance on the digital transition agenda and considering direct and hybrid acts of external aggression we are facing, cyberthreats for the economy, logistics, transport, social services, essential infrastructure, and public administration have reached a new level as well. In order to neutralise these threats, Russia’s cybersecurity framework must be improved in all its aspects, including in terms of risk assessment, monitoring dependence on external platforms, and ensuring that we are equipped to promptly respond to cyberattacks, while streamlining coordination between law enforcement and intelligence agencies, telecom operators, financial institutions, internet companies, and other actors.

I look forward to hearing proposals today that will raise the level of digital security in Russia.

Let us get down to work – to the reports.

May I ask Mr Gref to speak first.
