Following Contentious Debate, Security Council Fails to Adopt Resolution to Extend UN Mission for Referendum in Western Sahara

The future of the United Nations peacekeeping mission in the disputed Western Sahara — according to Morocco’s Autonomy Proposal presented in 2007 — is in limbo after the Security Council failed today to adopt two draft resolutions.

The mandate of the long-standing United Nations Mission for the Referendum in Western Sahara (MINURSO) is set to expire on 31 October 2026.

A draft resolution tabled by the United States delegation (contained in document S/2026/868) failed by a vote of 11 in favour with 1 veto (Russian Federation) and 3 abstentions (China, Pakistan and China).

MINURSO was established by Council resolution 690 (1991) in accordance with UN-Organization of African Unity settlement proposals accepted in 1988 by Morocco and the Frente Popular para la Liberación de Saguia el-Hamra y de Río de Oro (Frente POLISARIO).  The settlement proposals, as approved by the Council, provided for a transitional period for the preparation of a referendum in which the people of Western Sahara would choose between independence and integration with Morocco. While the referendum has never taken place, MINURSO has continued to perform the tasks entrusted to it by the Council.  Morocco’s Autonomy Proposal envisions the territory as self-governing under Moroccan sovereignty as a basis for negotiations.

The Russian Federation’s counter draft resolution (contained in document S/2026/870), which would have extended the Mission’s mandate until 31 October 2027, was rejected after a vote of 3 in favour (China, Somalia, Russian Federation), with 1 negative vote by a permanent member (United States) and 11 abstentions.

Speaking after the vote on its resolution, the United States delegate said it is truly unfortunate that in 2026 the veto was used to “preserve the letter R (in the Mission’s name) for referendum”.  The Council has reviewed a history of failures for the last 30 years and the UN has not been preparing for a referendum for decades.  The United States presented a resolution to support the principle of self-determination.  “It would have moved the 50-year conflict forward”, he said, adding the status quo is unacceptable.  Any drawdown of the Mission should be orderly and stable.

Other delegates also voiced regret at the Russian Federation’s veto.  France’s delegate said MINURSO can build trust to advance the political process. “Its abrupt closure would be exceedingly alarming in the context of resumed tensions”, he warned.  The United Kingdom’s delegate expressed “immense disappointment” at the Russian Federation’s decision, which “undermines the Council’s action on this file, jeopardizes the deployment of the UN mission and risks setting back progress on the political process for Western Sahara”.

Explaining its abstention, China’s delegate said there were insufficient consultations on the United States proposal.  “The Mission’s mandate should not be used to exert political pressure”, he said, adding a political settlement is necessary.

Explaining its veto, Moscow’s delegate said that, if adopted, the United States resolution “could have reversed the entire resolution process for Western Saharan issues”.  The imposition of one-sided solutions without preliminary painstaking discussions with the other side “is something which we view as leading to a dead end”.  “It would appear that the trivial deletion of one letter from the title of the Mission in fact cannot be interpreted as anything other than the betrayal of the interest of the residents of the Tindouf camp”, he stated.  The Council must not give a blessing” to a one-sided approach, he stressed, viewing his vote “as a life-saving veto, so to speak”.

Taking the floor again before the vote on its draft, the Russian Federation’s delegate said he was compelled to propose an alternative to preserve the UN presence in Western Sahara and was “genuinely interested in a just and mutually acceptable solution to the protracted conflict”.  The proposal did not contain any new or contradictory elements and should be viewed “as the last opportunity to extend the life of MINURSO”.

After the vote, the United States delegate noted his earlier draft “was a good faith attempt” to shift the mandate “from a Mission that has not delivered its original purpose in 35 years, to make this peacekeeping mission fit for purpose”.  “We have been clear that renewing mandates year after year for decade after decade — mandates that haven’t worked or cannot work — was not something we can support”, he stressed.  “The Mission’s own website right now acknowledges that its referendum preparations ended more than 20 years ago”, he stated.

“We should not continue a status quo that results in an additional generation” suffering and “we cannot perpetuate a mission whose very name does not reflect the reality on the ground”, he stressed.

Algeria’s delegate thanked the Russian Federation for the presentation of the draft technical rollover, and all Member States “who have chosen not to associate themselves” with an egregious injustice and a flagrant attack on “the very foundation of our organization”.  As a neighbouring State affected by the 50-year conflict, Algeria accommodates hundreds of thousands of Sahrawi refugees who remain deprived of their right to self-determination.  Noting the Polisario Front is the legitimate representative of the Sahrawi and has already set out its position, he decried the “failure of this Security Council”.  The “tragedy being endured by the Sahrawi people has oddly been diluted to the concept of refugee populations”, he said, in the inhospitable Sahara Desert.

Responding, Morocco’s delegate said a Mission resolution had been adopted for years without the presence of the two parties but that “tradition has been violated”.  Asking why Algeria’s delegate was giving the Council “lectures”, he said Algeria has undermined the Council, penholder and those who had supported the resolution. The Tindouf camps are the only ones in the world where the host country “leaves its authority to a separatist group”, he stressed, while those in the camps do not have the right to move freely. “Let these people go back to Morocco”, he said, “let them go home”.
