Allied Joint Publication-3.15, Allied Joint Doctrine for Countering Improvised Explosive Devices (Edition D Version 1) issues guidance and principles needed to plan, synchronise, execute, and assess actions and activities on C-IED within a joint, inter-agency, and multinational framework.
The doctrine emphasises intelligence-led operations, technical exploitation, human network analysis and interagency cooperation to understand, disrupt and degrade IED networks while protecting forces and maintaining freedom of action across the operational environment.
It also expands guidance on force preparation, capability development, host nation capacity building and legal considerations, reinforcing that effective C‑IED is a commander’s responsibility at all levels and must be integrated throughout operational planning, execution and assessment.

AJP-3.15 is intended as guidance for joint North Atlantic Treaty Organization staff and provides a useful framework for operations conducted by a coalition of mission participants. Additionally, this publication offers a reference for civilian actors such as non-governmental organisation and international organisations.
