The Public Ministry of Rio Grande do Sul (MPRS) and the State Secretariat of Education (SEDUC) signed, on Thursday, August 20th, during an event at the MPRS institutional headquarters in Porto Alegre, a joint technical note. The document was signed by Attorney General Alexandre Saltz and State Secretary of Education Raquel Teixeira, guiding the implementation of the guidelines for Inclusive Special Education in the state school system. The initiative aims to provide greater legal and pedagogical security to schools and reinforces measures to ensure access, permanence, participation, and learning for students in the Special Education audience.
The note clarifies aspects related to Specialized Educational Support (AEE), the role of specialized teachers, support professionals, the operation of the full-time school mode, the Case Study, the Specialized Educational Support Plan (PAEE) and Individualized Educational Plan (PEI), as well as guidelines for students with High Abilities/Giftedness. It also reinforces that the offer of specialized support and necessary aids does not depend on the presentation of a medical report, but should be based on the pedagogical assessment carried out by the school.
Among the definitions, the document establishes as a minimum reference parameter the availability of 20 hours per week of AEE teacher for each group of up to ten students in the Special Education audience per school operating shift, considering the particularities of each educational unit. The measure seeks to ensure adequate conditions for specialized pedagogical planning, student follow-up, and articulation with the school community.
The technical note also highlights that special education should be understood as a transversal modality of basic education, and that school inclusion requires coordinated action between common classroom teachers, AEE professionals, pedagogical teams, managers, and families. The text also provides guidelines for the organization of the work of Educational Assistants for Interaction with the Student, responsible for support in activities related to feeding, hygiene, locomotion, communication, and student participation, always based on the needs analysis identified in the school context.
For Attorney General Alexandre Saltz, the signing of the technical note represents an important step in the consolidation of inclusive education in RS and reinforces the priority given to the theme by the Public Ministry: "This is a historic moment for inclusive education in our state. Education is a priority for the Public Ministry, and this technical note results from a joint effort that offers security and guidance to schools, always with a focus on ensuring rights, inclusion, and the full development of each student."
State Secretary of Education Raquel Teixeira emphasized that the document aligns with the current guidelines for inclusive education and incorporates recent advances in legislation: "The technical note provides correct, current, and aligned guidelines with the new National Policy for Special Education in the Perspective of Inclusive Education. The document incorporates recent legislative changes, strengthens school action, and contributes to ensuring that student support is carried out in an increasingly qualified, inclusive, and evidence-based manner."
In addition to pedagogical guidelines, the document establishes an institutional communication flow between MPRS and SEDUC, aiming for greater agility and uniformity in handling demands related to Special Education in the state school system.
The coordinator of the Operational Support Center for Education, Childhood, and Youth, Cristiane Corrales, participated in the signing ceremony.
