At the beginning of the meeting, Vitaly Korolyov recalled the President’s earlier remark that the Tver Region was the centre of the Russian land. Local residents liked this phrase very much, and it is now used quite often, even in logos of the Tver Region. Vladimir Putin replied that all his paternal and maternal relatives come from that region.
While discussing high-priority aspects of his work, Vitaly Korolyov mentioned support for participants in the special military operation and their family members. He also discussed the region’s assistance in restoring the city of Berdyansk in the Zaporozhye Region. The region sends teams of workers there and remits funding; the reconstruction of several water supply facilities is currently being completed.
Regarding the region’s economic development, despite all the difficult periods, the local authorities are confident that the gross regional product (GRP) will reach one trillion rubles throughout 2026 which is an absolute record for the region. Vitaly Korolyov also noted that the Tver Region ranked second in the country in terms of the tourism industry’s share in the GRP. There is the huge Zavidovo cluster, and there are many tourist attractions. The President noted that it was necessary to restore abandoned mansions as a good traveller attraction. Vitaly Korolyov confirmed that such works were in progress, and that great attention was being devoted to interesting historical locations.
The Acting Governor also touched upon issues of the agro-industrial sector which has major significance for the region. For example, he said that in the first six months of 2026, the dairy production had increased by 16 percent.
Vladimir Putin and Vitaly Korolyov also discussed an additional five-year and 28.5 billion ruble programme for expanding gas distribution infrastructure in the Tver Region. Vitaly Korolyov asked the President to support high-priority projects in this domain that will make it possible to connect local residents and economic facilities to natural gas supply much faster.
According to Vitaly Korolyov, the President’s support is also needed to transfer the bankrupt urban heating supply system in Tver under the region’s jurisdiction. Gazprom fulfilled this function for some time, meanwhile, the region is now capable of operating this system independently. Vitaly Korolyov said that the region would like to join the programme which will make it possible to upgrade this utility infrastructure.
Moreover, Vitaly Korolyov asked the President to support construction of the new 330 kV substation and connecting networks for enhancing the operation of the power grid in connection with the construction of the high-speed Moscow – St Petersburg railway and the need to provide electricity to new customers who arrive with their investment projects. Vitaly Korolyov said that he had already discussed this issue with Rosseti CEO Andrei Ryumin who agreed that it must be done. Vladimir Putin also promised to speak with them.
Additionally, Vitaly Korolyov discussed a plan for celebrating the Tver’s 900th anniversary in 2035. In this connection, he asked the President to issue the relevant executive order. Preparations for the anniversary would make it possible to make headway in the development of Tver. Much remains to be done, and this work has already been launched.
Vladimir Putin noted that it was necessary to pay attention to local and regional roads. Vitaly Korolyov said that certain plans had already been charted, and that agreements with the Head of the Federal Road Agency Roman Novikov had been reached. Deputy Prime Minister Marat Khusnullin also supports this. It is necessary to prioritise construction of a road for A bypass of the town of Staritsa needs to be prioritised by issuing presidential instructions.
Vladimir Putin suggested analysing draft documents and also expressed hope that the Acting Governor would accomplish everything during his work.
