President of Russia Vladimir Putin: Mr Uchral, I am delighted to welcome you and all our Mongolian friends to Vladivostok.
I know that you have already visited Russia this year in your capacity as Speaker of the State Great Khural, when you held meetings with the Speakers of the upper house of the Russian parliament and the State Duma.
I am confident that the participation of the Mongolian delegation, which you are leading at the Eastern Economic Forum, will benefit Russian-Mongolian interaction. Tomorrow both of us will attend the plenary meeting of the forum.
The traditional friendly and neighbourly relations between our countries have reached the level of a comprehensive strategic partnership. We share longstanding traditions of friendship and special relations, without exaggeration. Diplomatic ties have now been maintained for 105 years, and, in the fullest sense of the word, our interstate relations have been cemented by the blood of our ancestors. Fighting side by side, they stood for the freedom and independence of Mongolia during the Great Patriotic War and at Khalkhin Gol. The foundations of the Mongolian economy were laid with the direct involvement of our country.
Yesterday in Bishkek, at the Shanghai Cooperation Organisation summit, as you are aware, we held a substantive conversation and met with President of Mongolia Ukhnaagiin Khurelsukh.
We discussed the positive momentum in our bilateral contacts across ministries, agencies, political parties and public organisations, covering science, culture, cross-border and interregional cooperation.
We commended the work of the intergovernmental commission, which oversees all matters of practical cooperation. We welcomed the increase in trade turnover – by 4.5 percent last year, and by a further 18.1 percent in the first half of this year.
You were personally involved in the preparation of the interim trade agreement between the Eurasian Economic Union and Mongolia, and therefore you are fully briefed – you know all the details of this document. This document entered into force in July and will create the conditions for expanding the supply of traditional Mongolian exports to the markets of all our partner countries.
More than 70 constituent entities of the Russian Federation have regular ties with their Mongolian partners across various sectors, including, of course, the economy – first and foremost – as well as culture, education, sport and youth exchanges.
Soon, the Second Regions Forum will be held in Ulaanbaatar – I believe, in mid‑September. We will be represented at a high level; our delegation will be led by Deputy Prime Minister Alexei Overchuk.
Today, we have the opportunity to continue the exchange of views that began yesterday with the President. We will discuss the key issues of Russian‑Mongolian cooperation.

I am delighted to meet with you once again.
When I was Mongolia’s Deputy Prime Minister, I served as a senior official in charge of signing a temporary agreement with the Eurasian Economic Union, and I was the one who signed this important document in Minsk. I remember that we had a meeting back then and had lunch together.
This year, Mongolia and Russia are marking 105 years of diplomatic relations. The Government of Mongolia attaches special importance to fulfilling the initiatives as planned by the two sides to mark this anniversary, and to reinforcing the comprehensive strategic partnership between our two countries in general. Both our countries have been investing meaningful efforts to address matters as discussed and coordinated during high-level bilateral visits.
In this context, the fact that the legislative bodies of the two countries have been working closely together has had a major impact. In particular, I made an official visit to Russia as Speaker of the State Great Khural in February 2026, during which I co-chaired the second meeting of the Russia-Mongolia Interparliamentary Commission for Cooperation. Parliamentary-level cooperation is enjoying positive momentum.
Having been appointed to the position of Prime Minister four months ago, I attach special importance to all existing agreements between our countries.
Yesterday, you and President of Mongolia Khurelsukh discussed bilateral relations and cooperation in Bishkek as part of the 26th session of the SCO Heads of State Council. I received a detailed report on this conversation. The agreements you have reached and your decisions must materialise. This is an utmost priority for the Government.
Following your conversation, President Khurelsukh gave me specific instructions regarding economic, trade, investment and infrastructure cooperation, and I would like to have a detailed exchange of views with you on these matters.
We are very glad that the Ulaanbaatar Railway stands as a symbol of friendship and cooperation between Mongolia and Russia. I believe that we must develop joint enterprises and promote projects to enhance further cooperation in other sectors.
