One place to explore the answer is the Shanghai Municipal People's Congress, a local organ of state power responsible for legislation, supervision and decision-making on major matters.
However, understanding the concept goes beyond institutions. Through its "Let's Meet at Shanghai Municipal People's Congress" program, the Foreign Affairs Committee of the Shanghai Municipal People's Congress has welcomed international visitors to learn firsthand about the practice of whole-process people's democracy in the city. As part of the "People-Centered Cities: China's Governance, Global Engagement (Shanghai and Jiangsu)" program, 30 diplomats from 20 countries visited the Shanghai Municipal People's Congress, offering them an opportunity to learn more about its approach to whole-process people's democracy.
