The President approved a list of instructions following the 29th St Petersburg International Economic Forum, held on June 3–6, 2026.
The Government of the Russian Federation has been instructed:
- to develop a National Strategy for the Development of Autonomous Systems through 2036, with the participation of the National Autonomous Systems association of operators and manufacturers of autonomous systems;
- to consider measures to simplify the business environment for small and medium-sized manufacturing enterprises, in cooperation with leading business associations;
- to compile a list of priority medium- and large-scale investment projects planned for implementation through 2035 and ensure their execution in cooperation with regional executive authorities and leading business associations.
In addition, the Government of the Russian Federation has been instructed to develop a National Strategy for the Development of Digital Platforms and the Deployment of Platform Solutions across economic sectors and other areas of activity through 2036. It has also been instructed to provide information on the number and proportion of employees of state corporations and state-owned companies with workforces exceeding 2,000 employees in Moscow who are to be relocated to other regions of the Russian Federation, together with a timetable for their relocation.
The Government, in cooperation with the State Duma, has also been instructed to prepare amendments to tax and fee legislation concerning the application of the simplified taxation system.
In order to create conditions for the implementation of community initiatives aimed at improving the urban environment, the Government, together with the State Duma, the Bank of Russia, and interested credit institutions, has been instructed to draft legislative amendments allowing citizens and legal entities to make collective investments through digital platforms in urban improvement projects, as well as to establish mechanisms to encourage public participation in such investments.
The Government of the Russian Federation, together with the State Duma, DOM.RF, the VEB.RF State Development Corporation, and the Agency for Strategic Initiatives, has also been instructed to prepare legislative amendments introducing a special legal framework for advanced development settlements to facilitate the implementation of priority investment projects.
The Interdepartmental Working Group on the Development of Digital Economy Ecosystems and Digital Platforms has been instructed to participate in the preparation and organisation of the 2027 Future Technologies Forum, which will focus on the development of digital platforms and the deployment of platform solutions across economic sectors and other areas of activity.
