* WHAT...Flash flooding caused by excessive rainfall remains possible. * WHERE...Portions of southeast New Mexico, including the following area, Southern Lea and Texas, including the following areas, Andrews, Borden, Central Brewster, Chinati Mountains, Chisos Basin, Crane, Davis Mountains, Davis Mountains Foothills, Dawson, Ector, Gaines, Glasscock, Howard, Loving, Lower Brewster County, Marfa Plateau, Martin, Midland, Mitchell, Pecos, Presidio Valley, Reagan, Reeves County Plains, Scurry, Terrell, Upton, Ward and Winkler. * WHEN...Through this afternoon. * IMPACTS...Excessive runoff may result in significant flooding of rivers, creeks, streams, urban areas, highways, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded. * ADDITIONAL DETAILS... - Scattered to numerous showers and thunderstorms will develop this through the day and evening over the Permian Basin, Trans Pecos, Davis Mountains, Marfa Plateau and Big Bend region as an upper level low slowly moves westward over the region. Localized rainfall totals of 1 to 3 inches with isolated amounts over 4 inches will be possible with the heaviest showers and thunderstorms that develop.
