VALOUR operating model

VALOUR is a national programme designed to make it easier for veterans across the UK to access the care and support they deserve.

Led by the Office for Veterans’ Affairs (OVA) within the Ministry of Defence, it aims to improve how services are coordinated at national, regional and local levels, ensuring veterans get the right support, in the right place, at the right time.

VALOUR brings together national oversight, regional coordination and local delivery to improve how services work together.

Recognised centres

VALOUR-recognised centres provide coordinated access to multiple services for veterans at a local level.

Centres are expected to:

• meet defined quality standards
• support timely access to appropriate services
• contribute data and insight to inform continuous improvement

Regional delivery

VALOUR field officers operate across regions to strengthen collaboration between local partners.

They:

• build relationships with councils, public services and charities
• identify gaps and opportunities in local provision
• share regional insight with VALOUR HQ to inform national improvements

Central programme (VALOUR HQ)

VALOUR HQ sits within the Office for Veterans’ Affairs.

It is responsible for:

• programme governance and oversight
• setting standards and providing assurance
• coordinating data and insights
• aligning delivery with wider government policy

MoD Veterans Services

Veterans Services deliver the MoD’s welfare case management function, directly supporting both the UK Veterans Strategy and the VALOUR programme.

They:

• operate across the UK at local, regional and, where required, national levels to provide tailored support
• collaborate with VALOUR field officers, local and combined authorities, devolved administrations and third-sector partners.
• assess need and coordinate effective support for service leavers, veterans and the wider armed forces community.

Role within the wider veterans’ support system

VALOUR is designed to work alongside existing services, not replace them.

The UK already has a wide range of organisations delivering support to veterans. VALOUR focuses on improving how this support is coordinated by:

• strengthening connections between services
• reducing duplication and gaps
• supporting more consistent delivery across regions
• enabling services to align around veterans’ needs

Alignment with the Armed Forces Covenant

VALOUR supports the principles of the Armed Forces Covenant, the nation’s commitment to ensuring that those who serve or have served are treated fairly.

The programme is being designed with future expansion in mind, with the potential to support the wider armed forces community over time.

VALOUR field officers will work with local authorities and partners to:

• promote application of Covenant principles
• share good practice
• support more consistent implementation at a local level

What VALOUR means for partners and stakeholders

VALOUR provides a framework for stronger collaboration across the veterans’ support landscape.

For partner organisations, the programme aims to:

• improve referral pathways between services
• support more joined-up local delivery
• provide clearer insight into demand and outcomes
• strengthen regional coordination and planning
• enable better use of existing resources

Research and user insight

Veterans’ experiences are central to shaping the programme.

Veterans and stakeholders may be invited to take part in:

• research studies
• focus groups
• service design activity
